PS this would explain why http://debbugs.gnu.org/21353#24 saw no issue
with emacsformacosx.com builds. They pass an explicit
--enable-locallisppath to configure:

ironically as an alternative solution to http://debbugs.gnu.org/19850,
which they opened, thereby masking the problem that the official
solution caused. It's all a conspiracy! ;)
