I tried to debug a bit. When you hit TAB the second time, this call in `completion--nth-completion' changes the result from ("download/" "Downloads/") to ("Download/" "Downloads/"): (if requote (funcall requote result n) result) 2. I still think that the first TAB already should bring up *Completions* - although this also doesn't happen when I start with "~/down", so this is probably a separate issue (and maybe arguable).
