The workaround is mainly for older Emacs versions and for 32-bit Emacs
builds.

There is nothing that can be done on Emacs side for older Emacs
versions.

Something might be done for 32-bit builds to allow using Elisp time API
for years beyond 2037, but I am not sure if it is worth the effort.
