Tooltip can't display border.

Could you be more specific, please?  A recipe to reproduce this bug, or
even a screenshot of the problem, would be useful.

This bug is being closed because it refers to what is now an old pretest
of Emacs 23.1, and because we need more information (see below) to be
able to do anything and it has not been provided.

If you still see the issue with the latest release, 23.3, please reply
with the requested information and we can reopen the report if needed.
