This was apparently further reworked in
commit 94a88c1ae98b1bf7ab80ae9cdd4d6e16b36597ef

New Flymake API variable flymake-diagnostic-functions
and the uncommented line has now been removed (and the hook function is
no longer documented). So I guess that's been decided now, and I'm
closing this bug report.
