I have upgraded to xubuntu 16.04 and I have an error:
gnutls.c: [0] (Emacs) fatal error: The TLS connection was non-properly terminated.
when using `("gnu" . "https://elpa.gnu.org/packages/") as entry`
for `package-archives`, I haven't this error on xubuntu 14.04, I have no
error with https+melpa.
When removing `gnu` archive from `package-archives` the error disapear.
So it seems https is no more supported for GNU elpa with latest ubuntu.

Can you try `gnutls-cli elpa.gnu.org' from the command line?
Have you customized any `gnutls-*' variables?

That seems like either a GnuTLS or an Xubuntu 16.04 issue. Since I can't
replicate it, I have to ask you to try to understand why it fails for
you but not for anyone else (to my knowledge). It may require talking to
the respective developers.
The GnuTLS version would be a good start, in case anyone with the same
version can give it a try. I am running 3.3.15 without this issue.

I have now switched to xfce-Linux-mint which is based on 14.04
and the gnutls bug is gone, and many other problems also are gone (file corruption,
hibernation broken, slowdown of whole system etc...etc...).
Looks like 16.04 LTS apart the gnutls problem is really unstable.

Hrm, that's unfortunate for other Xubuntu users. I'm marking this issue
as done but will keep the underlying problem in mind.
