I often see a "Starting new Ispell process..." at unnecessary times,
like upon save-buffer. Perhaps it was server-edit that killed the last
one, but there is no need to make a new one upon save-buffer.

Perhaps you have an ispell command activated via a minibuffer hook
function.

Does this behavior occur when you've invoked Emacs without any local
customizations (emacs -q --no-site-file)?
