It seems to work fine on Debian/bullseye:

[larsi@stories ~/src/emacs/emacs-27]$ ./admin/make-manuals

Doing lispref...
...created emacs-lispref-27.2.50.tar

Making refcards...

But this is with an older makeinfo:
