(I'm going through old bug reports that unfortunately weren't resolved
at the time.)

I tried saying

etags unicode.h

on the supplied file, but I didn't see any assertion errors, either with
the etags from Emacs 28 or 29.

Do you still see this problem in recent Emacs versions?
