* delete-horizontal-space when used at end of line

ESC \ runs the command delete-horizontal-space.  I'm sitting at an end
of line, hitting it several times, and wondering why it won't kindly
eat the newline please, if there's nothing else for it to do.  It also
might as well eat the spaces following the newline.  How and when it
should do all this should be decided by a panel of experts.  Yes, I
know it is called delete-horizontal-space, but I want more for my
money.
