* TAB scrolls _not_ the quail choices if used in the minibuffer

I have 2 different windows on my screen.  I do
C-x C-f C-\ g u <tab> <tab> <tab>
And instead of scrolling the quail choices, it scrolls the wrong buffer.

$ emacs [using http://jidanni.org/comp/emacs.txt as .emacs]
C-x C-f C-\ b <tab> <tab> #works nicely
C-x 2 C-x C-f C-\ b <tab> <tab> <tab> <tab> <tab> #does not scroll
quail choices properly...  do also test with a buffer longer than *scratch*.
