I tried this:
(custom-add-choice 'context-menu-functions
'(function-item :tag "Dictionary menu" context-menu-dictionary))
But it fails with the error:
(error "Not a choice type: (repeat (choice (function-item ...")

This is a valid way to configure it, it should not break.
