I tried

(message ":: %S" custom-delayed-init-variables)
(setq custom-delayed-init-variables nil)
(dump-emacs-portable "/tmp/emacs-dumped-2.dmp")

But

(message ":: %S" custom-delayed-init-variables)

outputs

:: t

, which means that ./src/emacs -Q --batch -l ~/Downloads/dump2.el  
already processed all the `custom-delayed-init-variables' prior to
dumping.
