Should this be reported to the Org > list first? Sounds like Emacs being killed by force in the middle of writing to that file. Or, alternatively, C-g in the middle of writing. If that's kill -9 or similar, I would not call this unexpected. gc-lock.eld is a file used to flag that cache dir is being worked on by multiple emacs instances.
