Time to move on to the audacity of hope.
This example could be changed, perhaps:
(setq user-mail-address "rumsfeld@torture.gov")
In GNU Emacs 23.0.94.1 (i386-mingw-nt5.1.2600)
of 2009-05-24 on SOFT-MJASON
Windowing system distributor `Microsoft Corp.', version 5.1.2600
configured using `configure --with-gcc (3.4)'

I think the issue remains salient. (However, it's now clear that it was
Dick Cheney, not Donald Rumsfeld, who was the prime actor in the US
Government's torture policy.)

Yes.
But I'm not sure this example is helpful now.

I don't see what "helpful" means, in this context. It is, however,
somewhat misleading to assign Rumsfeld a .gov email address, since he's
no longer in government. So perhaps something like
(setq user-mail-address "torture@hoover.stanford.edu")
would be more appropriate.

In any case, this doesn't seem to be a bug, so I'm closing the report.
