`C-x 8 RET RET' gives `Wrong type argument: characterp, nil' in Emacs
version 24.2.90.1, whereas in version 24.2.1 it produces the message
`Not a Unicode character'.

How about simply changing the message to "You didn't specify a
character", similar to C-h f RET?
We could do a "require-match" type read, but those are best used
sparingly (since they can be annoying).
