Nit: Missing changelog-style entry (see the guidelines in the file
CONTRIBUTE), e.g.:

* lisp/subr.el (apply-rpartially): New function.

This feature would probably also warrant an announcement in etc/NEWS and
a manual entry under (info "(elisp) Calling Functions").
