I think this makes sense (it makes things more consistent and logical), and Dmitry agrees, so I've now applied this to Emacs 29. We'll see whether anybody complains. The discussion then went on to the question of what VERBOSE should do. It's not a parameter that's mentioned in the doc string, and reading the code, it's pretty unclear.
