I've tried to reproduce bug 2, but I'm not able to (in Emacs 28)... but I'm not quite sure I understand the test case. rng-validate-timer is buffer-local, rng-validate-timers isn't, so if you have more than two xml buffers, you'll end up with two timers on that list (as you should, I think?)
