Dear Emacs admins,
I've encountered a minor bug that may have some recurrence with emacs,
although I suspect that this has much more to do with Windows 7 + graphics
drivers/hardware that I have. I haven't seen this issue with any other
software though.

I also have the bug report typed out while there was clutter on the window
on emacs -Q startup, however I don't think it will be very useful. I first
thought it may have something to do with file size, but now it seems that
that is not important.

Please in the future post the relevant details here. We don't want to
depend on availability of other sites for bug descriptions.
I see nothing Emacs-related in the snapshot you've shown. I'm pretty
sure it's a problem with your system's setup. Two things I suggest to
try is (a) disable ClearType if you enabled it, and (b) try switching
your video driver to lower level of optimization.

should be presented with the settings specific to your graphics
driver. Usually somewhere on the Troubleshoot tab you should see a
way to control the hardware acceleration level; try to lower it.

Yes, sorry for not responding, I have migrated to a new OS (Win 10) where
the problem no longer occurs. Closing it is a good solution for now.
My final progress in it was recorded in the last message on 11 March 2015.
