1) run "emacs -Q --batch -f batch-byte-compile test.el"

2) Observe the following unhelpful error message

In toplevel form:
test.el:2:1:Error: Wrong type argument: listp, cl--function-convert

This is minimally a behaviour change since emacs 25.1.

I tested against current master branch (hash 5f319eb3a)

This is similar as Bug#26325.  Both are caused by commit
0d112c00ba0ec14bd3014efcd3430b9ddcfe1fc1

Fixed by commit 89898e43c7ceef28bb3c2116b4d8a3ec96d9c8da
