In Emacs built from the latest source on Windows, file elisp-mode.el uses
variable package-user-dir without loading package.el (where that variable is
defined).  Thus, launching Emacs like this:

  runemacs -Q --eval="(progn (setq debug-on-error t) (xref-find-references \"load-path\"))"

results in this backtrace:

Thanks for the report, it's now fixed in emacs-25.

I've overlooked this report all these months apparently because the
Debbugs feature "reassign bug to another package" doesn't notify the
bugs mailing list.

It's true that the "reassign" command (like almost all others) only
sends its results to the emacs-bug-tracker list. But reassigning
happens extremely rarely, and I usually try to send a note to the bug
after doing it. This bug, however, has never been reassigned, so I don't
see the relevance. Here's the original report on bug-gnu-emacs:

You're right, I've looked again, and indeed found the respective email 
in my "Debbugs" email folder.
