I didn't really have any opinions beyond what I already said -- that reading the code and looking and the changes, it seemed to me that the purpose of unsafep.el was to list functions that are absolutely 100% "safe" to use (i.e., no very noticeable side effects). So the logic seems to be "kinda like side-effect-free, but from a user point of view".
