Subject: bug#69307: Emacs 29 --with-pgtk does not create new graphical frames for emacsclient

In the X11 GTK version of Emacs, I am able to start a graphical Emacs daemon, and subsequently create new graphical frames with emacsclient -c <FILE>. But in the PGTK version it will only create TUI frames, and will also create a GTK popup box warning about using PGTK on X11.
