You may need to set erc-notify-signon-hook.
My full erc-notify config, afaict, is:
(require 'notifications)
(defun tromey-notify-erc-join (server nick)
(notifications-notify :title (format "%s signed on to %s" nick server)))
(setf erc-notify-signon-hook #'tromey-notify-erc-join)
(require 'erc-notify)
(add-to-list 'erc-modules 'notify)
It seems you could use 'erc-notify-signon and get a (message).
