Running autogen.sh on the master branch in a clean repo (git clean -dfx)
fails with the error:

  Checking whether you have the necessary tools...
  (Read INSTALL.REPO for more details on building Emacs)
  Checking for autoconf (need at least version 2.65) ... ok
  Your system has the required tools.
  Running 'autoreconf -fi -I m4' ...
  Running 'autoreconf -fi' in exec ...
  Can't exec "aclocal": No such file or directory at /usr/share/autoconf/Autom4te/FileUtils.pm line 274.
  autoreconf: error: aclocal failed with exit status: 2

Bisect says 368f6f39 is the first bad commit.

In GNU Emacs 29.1.50 (build 1, x86_64-pc-linux-gnu, GTK+ Version
 3.24.38, cairo version 1.17.8) of 2023-08-08 built on localhost
