Peter,

  emacs -Q -ms red -cr green

works for me on both Emacs 29.1 and master, with both a GTK 3 and a
Motif build.  (Though bear in mind that mouse pointer colors are outside
Emacs's control under GNOME.)

If you type:

  M-x list-colors-display RET

does `green' appear in the resulting list?
