I made files /tmp/x/dir and /tmp/y/dir with likely contents (pruned copies of my main /usr/info/dir) and from emacs -q -no-site-file executed (progn (setq Info-directory-list '("/tmp/x")) (setq Info-additional-directory-list '("/tmp/y")) (Info-directory)) It brought up the contents of both /tmp/x/dir and /tmp/y/dir, whereas the docstring suggests I should get only the former. I see the ChangeLog indicates this was a deliberate change, so maybe the variable merely needs its description updated.
