In the real shell, C-c gets us out of trouble always.
However, *shell* mode is apparently more picky,
Let's say you forgot a "'" and hit RET anyway:
$ echo 'bla bla|xargs
> 

At this point, pounding on C-c C-c all you want does nothing.  One
must hit a worrisome sounding "comint-send-eof", C-c C-d.
