This looks like the right thing to do. And this regexp in outline-mode
(setq-local imenu-generic-expression
(list (list nil (concat "^\\(?:" outline-regexp "\\).*$") 0)))
also uses .* instead of .+, probably because .+ caused a problem in imenu.
