The problem, of course, is that the above is only close to the reality on MS-Windows, and only for users who don't already have a full-blown development environment based on GCC capable of compiling programs, independently of installing Emacs. In all other cases, problems such as this one will not be caused by the Emacs installation, and so saying "there's a problem with this Emacs installation" will be incorrect and misleading.
