It does.

Before I file new bug reports :) you might want to consider:

* making 'disabled' options unselectable.

* making the current value the default option (i.e. typing <RET> right
  away should leave the value unchanged rather than select the first
  option). This is admittedly a feature request rather than a bug report.

For the record, the popup-menu does not seem accessible through the
speechd-el emacs screen reader, which makes eww less blind-friendly. But
that's an issue for the speechd-el developers.
