Yes, this is also my understanding, after having a closer look.

As a note, texlab LSP-server still works with this version:

  => d:/digestif-test/tikz-test.tex

and digestif LSP-server accepts this version:

  => file:///d%3A/digestif-test/tikz-test.tex
