No, it's one logical line and 2 visual lines.

So C-a goes to the beginning of the logical line, right before
";; FIXME", and then C-n goes to the next visual line

Yes.  And thus the following invocations of the macro loop at the same
line.

IOW, this is not a bug, but the intended behavior.
