The NEWS entry says:

** New substitution in docstrings and 'substitute-command-keys'.
Use "\\`KEYSEQ'" to insert a literal key sequence "KEYSEQ"
  (e.g. "C-k") in a docstring or when calling 'substitute-command-keys',

Shouldn't that be "\\`C-k" instead?
