I use "dired" mode; some file and directory names are in Arabic. I did
not have any problem. All of the sudden, just few days ago (probably
after an update), the Arabic names of the files and directory are shown
as garbage.

Please tell more: what was that update, what kind of garbage do you
see, what is the value of default-file-name-coding-system?

Should one have to do that with dired buffers?

The original report indicates that LANG etc are all unset, and
locale-coding-system = nil. Relevant?

However:

1- why this happened; I just had this problem 2 days ago!!
2- what should I do to resolve it permenantly?

No.  It was part of diagnosing the problem.

I don't know.  Somehow your locale- and language-related system
settings have changed.  You will have to review the changes to your
system, both inside and outside of Emacs.

Put this into your ~/.emacs:

  (setq file-name-coding-system 'utf-8)

You need to fix your locale setup, most probably outside of Emacs.

But another problem existed, when I try to copy one of those Arabic name
files using dired (Shift C) it gives me the following error:

Error: Thu Jun  9 14:09:50 2016	Buffer `*scratch*'
file-error: (Opening input file No such file or directory FILENAME

That's your problem: you are in the POSIX locale, which is not
appropriate for your environment.  I don't know how, but you need to
reconfigure your system to something like en_US.utf8.

OP should search for eg "Fedora change locale", replacing Fedora with
name of distribution in use. Then read the docs, eg

localectl set-locale LANG=en_US.utf8
