I see the same behavior in all the versions back to Emacs 25: (translated from ) at that spot runs the command mouse-save-then-kill (found in global-map), which is an interactive native-compiled Lisp function in ‘mouse.el’. It is bound to . (mouse-save-then-kill CLICK) Set the region according to CLICK; the second time, kill it. ^^^^^^^^^^^^^^^^^^^^^^^^ So this command always required double-click to actually cut the region, and the binding of mouse-3 didn't change.
