As mentioned before the prior used emacs did not have this problem. Which of course is not a problem in itself, because Emacs does not need these registry entries to work correctly. OK; I update my simulation program (reinstall modelsim) and did run addpm as normal user and administrator. The registry keys are here. The problem still exist.
