That's your logic, not necessarily that of others. There's no "M-y M-y" with a preceding C-y, so I don't see any problem in the current behavior: it can be easily described in the documentation, and feels natural to me. But if you want to change it to the behavior you expect, I don't mind. Just do that (and the setting of the kill-ring pointer) soon, because currently the documentation of the new behavior of M-y in the manual is incomplete, and I'd like to complete it before I forget.
