bug#74088: 31.0.50; Wgrep compilation errors during package installation

Hi folks,

If you install wgrep via the package manager, there are some compilation
errors during installation.

Recipe:

1. mkdir /tmp/emacs-test
2. HOME=/tmp/emacs-test emacs
3. M-x package-install RET wgrep RET

Observe the errors in the compilation log, for example:

wgrep-subtest.el:2:11: Error: Cannot open load file: No such file or
directory, dash

I think the issue is that some of the test files have dependencies not
enumerated in the package requirements.
