I added your code (as is) to the init file you gave upthread, and I see the exact same behavior in Emacs 27 and 28. When the activation of test-mode is made conditional to (minibufferp), I again see the exact same behavior in Emacs 27 and 28. And with both Emacs 27 and 28, minor-mode-overriding-map-alist is nil after ido-resurrect-keybinding.
