/tmp/foo is empty, just like ls output is void after I connect, I have
to do 'cd pub' to reach that directory (C:\pub) designated for ftp
communications.
So your FTP server denies to tell anything about "/". What happens, if
you try "C-x C-f /ftp:anonymous@192.168.0.141:/pub" ?
