C-h f customize-apropos
 
Click mouse-2 on the `cus-edit.el' link.  Do not select the *Help*
window first.  This error is raised: "No cross-reference here".
 
Click the link again, and the link is followed.  It is only the first
click (each time *Help* is created) that is bugged.  There is no such
bug for a mouse-1 click on the link.
 
If you first click mouse-1 in the *Help* buffer, then the first mouse-2
click works.  A mouse-2 click without first selecting the *Help* window
is bugged.
 
This is a regression wrt Emacs 23 (and 22...).

In GNU Emacs 24.0.94.1 (i386-mingw-nt5.1.2600)
 of 2012-03-19 on MARVIN
Windowing system distributor `Microsoft Corp.', version 5.1.2600
Configured using:
