One possibility is to replace
"eassert (errno == EINTR);" with
"if (errno != EINTR) emacs_abort ();";
that would prevent the loop.
There are other possibilities,
for example, Emacs could report an error and
refuse to kill any processes thereafter;
this would prevent it from killing innocent-victim
processes.
