I have updated to the latest MinGW now.
I followed the instructions here (2.5.1)

In GNU Emacs 23.0.60.1 (i386-mingw-nt5.1.2600)
of 2009-01-04
Windowing system distributor `Microsoft Corp.', version 5.1.2600
configured using `configure --with-gcc (3.4) --no-opt --cflags
-Ic:/g/include -fno-crossjumping'

What happens if you try with a more recent gdb? You can find MinGW's
GDB 6.8-3 at

That was for GDB 5.2.1 which is over six years old.
