Do you have TZ set in your environment? The timing of this problem makes me wonder if it might be related to the end of Summer Time in Europe. If you set a TZ environment variable in Windows, it assumes US changeover dates, and this year the US dates differ from Europe. Windows itself will not be using the TZ variable, and will have the correct changeover dates if your OS patches are up to date.
