emacs -Q
Grab the right edge of the frame with your mouse and move it left.
Move it far enough and the frame turns white and Emacs hangs. You will
need to kill it using the task manager.
(If you change a frame parameter (I tried tool-bar-lines) then you need
not move the frame border as much before getting a hang.)
In GNU Emacs 24.3.50.2 (i686-pc-mingw32)
of 2013-11-28 on LEG570
