Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

Emacs no longer uses the 'ClearType' font anti-aliasing on Windows NT
(5.2.3790). The 'Standard' ant-ialiasing is still used but that fails
to work on sizes below 14pt (this is not an Emacs problem), and
doesn't work as well. This makes small outlined fonts ugly with
Emacs, especially on laptops. ClearType used to work fine with the
last Emacs version I had (20.7).

Also, Emacs has gotten very strict about the kind of fonts it will
accept. I have fonts derived from various conversion tools
(bdf2ttf, etc). that no longer work with 21.3.
