I agree.  It's been that way for as long as I can remember, but I wish I
could do something like (setq minibuffer-history-defaults t) to get
those values.  I think it would only require a relatively simple change
to this code in minibuf.c:read_minibuf():

   /* Add the value to the appropriate history list unless it is empty.  */
   if (XSTRING (val)->size != 0
       && SYMBOLP (Vminibuffer_history_variable))
