The docstring of the function `define-generic-mode' gives a fairly good 
explanation.

There's a big comment at the top of generic.el that describes how to use 
it.  All that's needed is to alert people to it's existance.
How about:-

generic.el allows simple modes with basic comment and font-lock support 
to be written easily.  See generic.el.

in the section on major and minor modes.
